The sample at the end is from David Lean's film "Oliver Twist"; Anthony Newley playing the Artful Dodger. The song title is taken from a 1962 movie by Peter Ustinov, which of course is an adaptation of a Herman Melville's novel. Billy is an innocent, naive seaman in the British Navy in 1797. When the ship's sadistic master-at-arms is murdered, Billy is accused and tried.

Il titolo della canzone è tratto dall'omonimo film del 1962 di Peter Ustinov, a sua volta tratto dal racconto di Herman Melville. Billy Budd è un marinaio ingenuo e sprovveduto della Marina Britannica nel 1797. Quando il sadico capitano della nave viene ucciso, Billy viene accusato e processato per omicidio.
